JOB SUMMARY

Provides technical assistance as required to plan, estimate, manage and build various types of construction projects. Typical tasks include assisting with drawing and specification review, preparation of project schedules, estimating, materials and subcontractor procurement, field layout of building elements, and field quality control.

MAJOR TASKS AND RESPONSIBILITIES

  1. Collect and assemble various project design elements from design team members to provide presentation boards for client review and approval.
  2. Periodically draft schematic site plans to provide project options for client review and approval.
  3. Periodically investigate product options for installation in MIT projects; prepare cost-benefit analysis of product recommendations.
  4. Review of project plans and specifications to ensure they meet the project requirements.
  5. Perform “material take-off” for basis of construction estimates. Obtain pricing from material vendors and subcontractors to prepare project budgets.
  6. Assist with preparation of RFP’s issued to design and construction firms. Analyze proposals, interview potential firms, prepare recommendations for award of contracts.
  7. Draft project schedules; which include design tasks, construction and tenant move-in.
  8. Obtain submittal logs from contractors; review project submittals.
  9. Contract with and supervise firms to provide special inspection on projects, as dictated by project manuals.
  10. Supervise the field layout of project elements such as utilities, roadways, easements or buildings.
  11. Provide quality assurance of projects by regular onsite review of projects, throughout all phases of construction.
  12. Collect and review as-built data and O&M manuals from contractors. Ensure accuracy of data, drawings and manuals. Assist with recording data on computerized maintenance management system software for future owner reference.
  13. For housing projects, using AutoCAD, Archicad or Revit software, draft “as-built” site plans to reflect utility installation locations, site elements and home locations.
  14. Manages small construction projects.
  15. Because of the Tribe’s commitment to community service, each employee may be expected to perform a wide range of office and field duties as may be required from time to time. Such duties may or may not be related to their regular responsibilities.

EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

Required: Graduation from an accredited four-year college or university with a degree in construction management, business, or a closely related field, five (5) years of progressively responsible construction project engineering experience that includes experience on commercial construction projects with budgets that exceed $5 million, and experience with Revit or Archicad, AutoCAD, CMMS and MS Project.

 

Preferred: Survey experience, Certified Project Manager (CPM) certification, Certified Construction Manager (CCM) certification, OSHA training, experience with Department of Housing and Urban Development (HUD) and/or Bureau of Indian Affairs (BIA)-funded projects.

 

SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

Knowledge: Project management policies, practices and techniques; Project budget management; Tribal, federal, state and local legislative guidelines affecting construction projects; Effective negotiating techniques; Effective supervisory practices including selection and employment of design and other project consultants; Long-and short-range construction planning techniques and processes; Current construction building codes; Davis-Beacon and Related Acts (DBRA); Familiarity with LEED requirements; Detail orientated and thorough with good organization skills; Exhibits good problem-solving skills and shows logical process to decision making.

 

Skills: Effective oral and written communication; managing the field implementation of contractors; ability to do conceptual estimating based on schematic design and project estimates based on construction documents; well-organized with the ability to multi-task; good problem solving skills; effective time management; problem-solving techniques; ability to understand architectural, structural, and mechanical plans; operating a personal computer and applicable software including but not limited to: Revit, Archicad, CMMS software (MPulse, Bigfoot, CA, Sage or equivalent) MS Project, MS Excel, MS Word, Visio.

PHYSICAL REQUIREMENTS

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderately noisy.

A valid Washington State driver’s license is required at the time of appointment or at a time set by the Tribe.
